Abstract: This paper attempts to explain the poverty in the Bangsa Moro region through the global justice approach as opposed to the individual-characterological and domestic-cultural approaches. It argues that the root cause of poverty in the region can be traced back to western colonization and the formation of the contemporary global institutional order. The paper also defends Pogge’s arguments for global institutional reforms and, in view of his proposal for a Global Resource Dividend (GRD), it proposes an additional mechanism for the disbursement of the GRD. The paper suggests that a special fund in the GRD, collected from Spain and the United States of America (USA), must be created that will serve as a global rectification for the injustices brought about by their colonization of Mindanao and the Philippines.
